Governance meeting records

Language Design Committee meetings are preferably focused offline or synchronous sessions. This directory makes their design work durable and public without requiring a transcript.

Before a meeting

Copy 0000-template.md to a file named YYYY-MM-DD.md. If more than one committee meeting occurs on a date, add a short suffix. Publish the agenda and linked pre-reading at least 48 hours beforehand when practicable.

An agenda item seeking a formal decision must identify the issue or RFD, requested disposition, known conflicts, and material that participants should read. An unannounced item may be discussed, but normally waits for a properly noticed decision.

During and after

The record must distinguish:

  • evidence and alternatives considered;
  • unresolved questions;
  • non-binding conclusions;
  • formal decisions;
  • votes, abstentions, recusals, and quorum;
  • use of the Design Steward role; and
  • actions with owners and target dates.

Publish notes within seven calendar days. Attendees may propose corrections, but the Secretary is responsible for an accurate record. A recording or verbatim transcript is neither required nor presumed.

The public note may link to an RFD decision record rather than duplicate it. A language decision is binding only when the written disposition and rationale are published in the repository.

Privacy and redaction

Do not put conduct reports, reporter identities, private personnel matters, embargoed security details, personal contact information, or legal advice in a meeting note. If a private matter affects public operations, record only the minimum safe fact, such as “a member recused for a confidential conflict.”

The public-record rule exists for design accountability. It never overrides the Code of Conduct, a person’s safety, or a legitimate confidentiality duty.

Working-group records

Each WG keeps its own meeting notes inside its numbered directory because those records belong to the study. WG notes use the template in the working-group template and remain non-normative.
